SED Consultants P.C. is a knowledge house providing a wide range of services to the public sector, including planned and thorough needs analyses, business process re-engineering, strategic planning and goal-setting, implementation of training and capacity building activities, monitoring and evaluation of development and reform strategies.

SED Consultants promotes institutional co-operation between all key actors of each project which addresses the formulation and implementation of reform policies and institutional strengthening in accordance to the current government priorities and strategic axes. It is proven that such a consensus-building approach leads to solutions which are acceptable to all and promotes the feeling of ownership of the project results - thus leading to the sustainability of the implemented activities after the completion of the project, and ensuring political, social and cultural compatibility within the country of implementation.

Mr. Christos Zacharias
Christos Zacharias (Director)

Christos holds an MSc in Electrical and Mechanical Engineering and has been involved in large scale infrastructure projects as well as consulting for Public Administrations for the past 40 years in Greece and internationally. He has been Project Manager in over 120 projects internationally and within Greece in all of SED Consultants’ fields of operation.

Stelios Ch. Zacharias (Director)

Stelios holds a BSc in Business Studies from Lancaster University and an MSc in Project and Programme Management from the University of Warwick. He has been working with international EU funded technical assistance projects for more than 15 years. He has extensive experience in providing services in change management and communication in numerous socio-economic contexts, throughout the world and has worked within Greece on projects involving public service delivery and PPPs.

Marianna Kondilidou (Senior Consultant)

Marianna is a PhD candidate in Political Science and International Relations at the University of the Peloponnese and holds an MA in Governance and Public Policy, and an MA in Social and Solidarity Economy, while her BA is in Energy Technology. She has over 34 years of experience in consulting Public Administrations around the world, on development issues in various sectors, specializing in social portfolios.

Tina Orfanidou (Senior Consultant)

Tina holds a PhD in Biophysics and a degree in Physics from the University of Athens. Her career spans over 35 years with experience in all of SED Consultants’ fields of activity. She works with public administration at central and decentralized level, independent authorities, academia and private enterprises, providing strategic planning, evaluation and change management services.

Katharine Vlachos (Senior Consultant)

Katharine holds an MA from King’s College London and a BSc from the London School of Economics. She has over 25 years of experience in the international consulting sector, focusing on public service delivery, social issues, economic development, employment and labour. She has worked on strategic planning projects, the evaluation of projects and programmes, capacity building, and the development of the CSO and the social economy sectors, amongst others.

Stelios holds an MA in Governance and Public Policy from the University of the Peloponnese and an MA from the University of Cambridge. He has over 25 years’ experience internationally with EU funded projects in economic development, regional and municipal reorganisation and education and training systems. He is currently active within Greece as an evaluator and strategic planner in the same sectors, with the addition of social cohesion too.

Costas Tomaras (IT Consultant)

Costas has close to 30 years of experience in projects concerning public-service delivery, regional and municipal reorganization, social cohesion and employment and labour. He specializes in the IT side of SED Consultants’ projects, especially the design and implementation of project and programme monitoring IT tools, data processing databases and other e-services as these apply to the implementation of SED Consultants’ projects which require some degree of structure reorganization, operational optimization and mapping of relevant processes.

Anna Nafsika (Annika) Zacharias (Consultant)

Annika has a BA in English Literature from the American College of Greece, Athens. She specialises in providing services for SED Consultants’ change management and communication projects and has over 20 years of professional experience in events organisation, communication and awareness campaign implementation, on behalf of the European Commission and other public/private clients.

Areti has a degree in information systems and over 30 years’ professional experience. She is a skilful and highly experienced project assistant supporting all of SED Consultants’ teams in the backstopping and administration of their projects. She also has experience from her involvement in the organization of over 250 outreach and communication events in Greece, the EU and in third countries.

Georgina has an MSc in Political Communication, Advocacy and Campaigning from Kingston University, London, and a Bachelor’s degree in International and European Studies from the University of Piraeus. She has over 12 years of professional experience, and has participated in project teams working on public service delivery, social challenges (especially on gender issues), education and training systems. She has undertaken evaluation assignments, action plans, social research and studies on behalf of SED Consultants’ clients.

Iokasti has a Law degree from the National and Kapodistrian University of Athens and is currently attending a Master’s programme on social policy at the Panteion University, Athens. She has over seven years of professional experience covering the fields of legal research, socioeconomic research, change management and evaluation. Her work with SED Consultants has been mainly in the fields of public service delivery and regional and municipal reorganization, for which she has provided evaluation and strategic planning services.

SED Consultants participates in the seed2scale project

SEED2SCALE is one of the five projects supported by the European Commission in order to activate 5 National Competence Centres for Social Innovation (NCCs) in the following countries: Croatia, Greece, Italy, Romania and Slovenia.

It is a continuation of the SEED project (2021-2023) developed in four of these states (all except Croatia). The ambition of SEED2SCALE is to reach a more mature stage of National Competence Centres for Social Innovation with a defined legal framework and effective governance and business models.

  • Analyzing Successes and Deviations: By examining the causes behind successes or deviations in RIS3 implementation, the project aimed to identify areas where the strategy met or fell short of its goals, helping to pinpoint areas for corrective action.

The aim of the project was to analyze the fishing, aquaculture, and processing/standardization market in Greece, focusing on the challenges and development opportunities within these sectors, particularly regarding available financing and access to financial instruments. The study assessed the financial needs and gaps in these sectors, explored the role of public resources and bank financing, and proposed strategies for enhancing investments and business sustainability. It also aimed to identify and promote the use of financial instruments, such as micro-loans and portfolio guarantees, to support the modernization, sustainability, and competitiveness of the fishing, aquaculture, and processing sectors.

SED Consultants was responsible for:

  • The overall supervision, monitoring, and guidance of the project team for data collection and processing, as well as the organization of interviews and focus groups.
  • Participation in meetings with relevant authorities (Ministries), Banks, and other stakeholders

Provision of External Evaluation services for the European Pilot Project "Move On with ALMA" under the EU ESF+ SI+ ALMA initiative

The aim of the “Move On with ALMA” project was to enhance employability and skills, alongside personal empowerment, for young people from the Eastern Macedonia and Thrace Region in Greece who were not engaged in employment, education, or training (NEET). This was specifically targeted at those from disadvantaged economic or social backgrounds who had been unemployed for over a year and struggled with low self-confidence and limited skills, preventing them from actively joining the labor market. The project aimed to provide preparatory seminars, supervised work placements in Berlin, and follow-up support to ensure successful reintegration into the workforce.

SED Consultants was responsible for the external evaluation of the project which included the following:

  • Analysis of the project's results and impact

SED COnsultants is responsible for:

  • Investigating available data sources and existing information systems and extracting data to feed each Core and Outcome indicator
  • Collection, management/validation, statistical elaboration, study and recording of quantitative and qualitative data for all fields of Roma social inclusion.
  • Updating the Roma Social Inclusion Core Indicators table for the 2022 -2024 period and the redefinition of the 2030 target setting, the reference sources and the 2024 base values, according to the available data.
  • Updating the analysis of the availability of outcome indicators, structural indicators and processes as well as data sources that feed into the core indicators.
  • Overall assessment and evaluation of the effectiveness and efficiency of the implementation, the ongoing accuracy and consistency of the 2021-2030 National Strategy for Social Inclusion of the Roma during the reporting period of the Action Plan interventions.
  • Recommendations for updating and improving the Action Plan of the Strategy and its implementation.

Development of the Strategic Framework for Long-Term Care 2021-2027

The project concerned the formulation of a Strategic Framework and of Strategic Axes for Long-Term Care in the field of social protection in Greece. Specifically, the project included:

  • Analysis of the existing planning of the competent ministries (Ministry of Health and Ministry of Social Cohesion & Family) regarding long-term care.
  • Case studies of citizens examining their needs, access to long-term care services, and the journey of service usage in both sectors.
